ECTI-CARD 2013 is the fifth annual national conference organized by Electrical Engineering/

Electronics, Computer, Telecommunications and Information Technology (ECTI) Association, 

Thailand. ECTI-CARD is considered as the new hopes of ECTI association. It is a venue for 

meeting of practical minds.  This conference is staged for the exchange of idea that can be applied 

to real world problems. In this year, the venue was firstly set in Nakorn Ratchasima, the gateway 

to North-Eastern region of Thailand. It was a great opportunity to experience many local Esarn 

styles including foods, music and shows. Also, the venue was located inside the area of Suranaree 

University of Technology which is the home of this year host, School of Telecommunication 

Engineering, Institute of Engineering.

In this year, the number of paper submission has increased by a significant notice. Out of 133 

articles being submitted for a review process, ECTI-CARD 2013 has accepted 104 articles to be 

presented at the conference. Presentations were organized within two days in 4 parallel sessions 

including Agriculture (6 articles), Biological and medical sciences (6 articles), Energy management 

(6 articles), Long distance learning & Edutainment (10 articles), Warning and Prediction System &ecti_40;2 

articles&ecti_41;, Communications & Wireless Networks (31 articles), Transportation (6 articles), Security 

(10 articles) and others (27 articles).

For plenary keynote speakers, this year was honored by Dr. Sarun Sumriddetchkajorn, Senior 

Researcher and Director of Intelligent Devices and Systems Research Unit, National Electronics and 

Computer Technology Center (NECTEC). He introduced photonics engineering, a new emerging 

field that shows high potential in enhancing our competitiveness. He also stressed how it can be 

applied to solve technical issues for Thailand. In particular, he emphasized the team achievements 

in implementing devices and systems suitable for healthcare, homeland security, agriculture, and 

industry.

and Industry for Thailand.
